How hard should it be to turn camshaft?

The Z6 head is out of the car, just had it cleaned/decked and put new valve stem seals in it. When I bolt down the cam caps and the rocker assembly it is extremely hard to turn the cam by the gear, even wedging a screwdriver in a hole and prying it is so hard to turn. Should it really be this hard? I torqued all the caps to spec. I know I have to work against the valve springs to turn the cam, but I didn't think it would be this hard.

all the cams i've had were hard to turn without putting a socket on the cam gear bolt.

they are pretty stiff. if you put the head together right then you'll be fine. i'd put the head on with the can caps loose though. then torque them after it's on.

its because there are sixteen valves on a single camshaft that all need to be moved. It should be very hard to turn, if it isnt then you have a big issue.
