Crank gear

So after pulling off the crank pulley and seeing the crank gear. We noticed this ring was just sitting behind it. Is this just suppose to sit freely or is it suppose to be attatched to the gear? Motor had a little bit of a rattle noise before tear down. Thinking this could have been the cause.

OBD2 cars should have a crank sensor down there and the timing belt cog should have timing teeth on it. There is only one floating washer and its on the outside.

On OBD1 and under engines it uses too floating washers to keep the belt aligned.
By meaning the floating washer goes on the outside you are referring to it going on before the cog? just questioning myself at this point lol
