Help identify my engine?

Hey guys, I just bought this 95 Civic CX hatch. Starts and runs just fine but its insanely slow. Can barely maintain 60mph up a slight incline. Also, the gearbox is soooo tall! I can go 80mph (downhill) on the highway and while I dont have a tach, it seems to be very close to idle at that speed in 5th.

At first glance I thought it was the original engine...but it doesn't say D16 on the block. It just says ZC. I verified it has a P28 ecu. Looking at pictures of other EG's, there are a lot of differences like the fuel rail design, distributor shape, etc...Not sure what I have and if the P28 is the ecu I should be running.

Only other things that could be killing power is the old air filter, massive intake pipe, and at the header collector (it has one of those cheap 2pc 4-2-1 headers), it steps down to a stock sized exhaust pipe for 2ft or so, then jumps back up to a big aftermarket 2.5" (est.) exhaust system.
