TB not fully closing fpr various reasons or the FITV (92-95) has backed off.

Not a chance. I actually blocked off iacv just so the car will idle properly. Tb and Intake is all new ish I cleaned everything very well before install. Car idles perfect. Surging is o ly at 1500 to 2000 rpm

Can you post a video of it? It sounds like a regular issue with the IACV either responding to a vacuum leak, or becoming dirty/partially blocked and bouncing trying to maintain idle.

You say the TB is newish, that could be the problem. Was it ported? TB Blade not properly centered will cause idle issues.
