First things first, pull either the banjo bolt or the inspection plug from the fuel filter, turn the key and see if fuel comes out, if no remove the inlet line from the filter and check again, if yes reinstall and remove the return line from the fpr, cycle the key to on and see if anything comes out. If you have flow remove the fpr and block the port, test for pressure.
Likely clogged fuel filter or bad FPR.
Bad gas will still pressurize the system, but if the Fuel Pressure Regulator is bypassing fuel, it will never pressurize and only bleed off what the fuel pump is sending.
