Idle Issues d15b2

Ok. So i just picked up an 88 civic hatch. The heater hose blew on the way to work the other day so i fixed that, topped up coolant and bled the air out. Now the idle runs high (no tach) warm and even higher when it is cold. The Idle returns to normal when i unplug the IAC, other than the CEL. When i unplug this also, a honking like sound is heard resonating through intake.

Now, the guy i bought it from changed that valve but with one from an SI. I removed, dissasembled, and cleaned the valve with brakeclean only to have no effect apon re- install. I drove the car home (140km) with no problems and this only occured after the heater hose issue.

Is this valve faulty or is there some other trick i need to know?
