2 way to do this

materials

putty knife
gurrella hair fiberglass
bondo
screw driver (remove liciene plate)

or for the more work way
a sheet of metal very thin
and all of the same stuff

1. remove the plate
III. fiberglass

put on your glowes
Open up you gurella hair and just start speading it on there with your hands... it will be driping down dont worry about that. keep putting it int there and use you putty knife to even it out... do not use exsevie amounts of it just enough to fill it up
let sit for a hour

bondo
put on new gloves( do not mix bondo and fiberglass!!!!!)
open bondo up and spead the bondo over the fiberglass and spread it as even as u can. let sit for a hour ( or read directions to see how long to let

Sanding

Get your sander out (go buy one if you dont have one like 20 bux dont be cheap you get what you pay for)
start sanding to make it as even with the paint and make sure it is very even no lumps because u have to paint over this. so get it as even as u possibly can (or you should go to a body shiop and ask them to sand it down to make sure u dont mess up)

VI. your done
prime it out and get it painted

Harder way
remove plate
remvoer the part that holds the plate (on 96-00 take it out bytakeing the 2 screw out
when that plastic piece is out put it onto the metal and trace it. now cut out the traced area. now make little strips of metal 1/2 inc in hight and the length of the area you cut out . make 6 left to right and make 4 going
up to bottom.. weld the 6 pecies to the metal so you should have rows. get the 4 short pecies and cut slabs into it so it will fit on the other pecies. it will look like a checker board make sure everthing is welded good. now weld the main pecive intothe hole where the licene plate holder was at and you almost done
