Ok guys im new here so bear with me please.. recently rebuilt my d16y7 in 99 civic after it spun bearings and now it wont start. chased ignition and timing issues to no avail until I had an OH DUH moment and ran a compression test....under 100psi across all 4 cylinders...crank was turned .030 and (1) of my rods had to be resized back to standard (machine shop assured me this wouldn't shorten stroke enough to affect performance)... could this be as simple as a valve issue or should I rebuild the head

What pistons where used?

Who put the motor together?

Are the piston rings clocked right?

What's the valve lash set to?

It has not started yet either so the rings have not seated and compression will be low....

^could very well.

how long have you tried to crank it?
you should try for a little. do it in waves. try crank for 10seconds then give it a min or two. then try again. and watch the oil psi to.
