Really only the cat and o2 sensors come into play with emissions. Muffler's got nothing to do with it.

Ca will the the worse and all had to be NA or crab.
Other states will be easier.
If your obd1 then sniffer test. As long as it reads good it will pass.
Obd2 test will just be a scan so if the cel isn't on you probably much pass. And the o2 can be bypass many different ways.

As long as there's a working, properly installed cat, you're fine. I think for being a 98 that it has to be a 3 way cat, but as far as OEM or aftermarket (high flow), that doesn't matter.

I don't know about Colorado, but here in NC, 95 and older doesn't get sniffed. As long as you have what looks like a cat, plus a muffler, you pass. You shouldn't need a resonator to pass inspection, just a muffler. But, that's up to your state's laws.
