My car puff white smoke whenever i go on boost. Does this mean that my turbo seal is going bad or is it my engine. I am only running 9psi.

white smoke usually means water. now the cat does turn some of your exhaust gas into water hence the purpose of your cat. so what you could be seeing is your car running a little lean and the cat doing it's job.

I have no oil after the turbo in the intake pipe. But i notice that there is alot of water coming out the muffler while the car idles is that normal, but i notice that i have a little oil in the breather filter on the valve cover. I guess mu engine got f..ck.

The breather valve with oil in it is normal. Water out of your tail pipe is somewhat normal, but white smoke out of it is not. Are you loosing antifreeze? Maybe try and do a compression test. If it only happens under boost maybe you should re-torque down your head. It could be that under boost your head gasket leaks.
