What rotates?????

pedal on floor = clutch disengaged (when working properly)
So, what you are trying to say....

Your clutch is still grabbing/biting even with the clutch pressed in?

im not sure what rotates...

and yes when the pedal is on the floor i can put it in gear and keep it on the floor and the wheels will then begin to spin...

yes sir
What clutch you running? Is your throw out bearing making any odd/loud noises, any fluid in your clutch master cylinder?

what all have you checked from your experience/know how.
just bought a brand new throw out bearing and pilot bearing.

everything to be honest with you.

we have taken off and put the tranny on 3 different times now.

Gah damn.

I wonder if it could possibly be the Slave cylinder, honestly...I'm more of an Cable tranny guy, so i'll let transzex take over.
did you inspect the springs on the clutch disc?????

Sounds like one has popped out and dragging on the flywheel or pressure plate
