what needs to be done to the d16y5 motor to take on 7-12psi of boost.(i.e. internals, injectors, managment, intake mani, TB) my goal
is 150-180whp.the cars gonna be a daily driver...so reliability is good.

any input will help

your stock motor will be fine for those levels.

search around for either a GOOD, and i state again....GOOD turbo kit (not the e-gay special $799 turbo kit) and a form of engine management like crome or even hondata.

or you could go the custom kit way like MANY others, and have alot better room to expand in the future if you buy the right parts in the first place!!

either way it sounds like there is ALOT of stuff you need to start researching, so hit up the search engines and d-series related sites and all the answers to your questions will be there.

I heard something or another about it being a lean-motor . . . any truth? I would imagine if you convert to OBD-1 and run a management program, you shouldn't have a problem but without one . . . ?

Lean as in lean-burn? That would be the E part of the Vtec equation. But about 2500-3000 this isn't an issue.
