Slow down !!! Use interpunction, it helps us to unravel the stream of words. ;)

Anyway, I see a $$$ and very nice build coming up if you go down that route, but I'd go ITB or sidedraft carb on such an engine. Don't blow money on an IM with TB if you'll go that far (sleeving, Bisi stage 3, etc...). ITB's you can tune via crome on an OBD1 ecu.
If you wanna stay OBD0, Zdyne is outdated. TurboEdit is what all of the OBD0 guys use now.

Tuning ITBs is pretty hard, but you can make them yourself from a hacked up stock IM (runners and flange) with some bike throttles on there (CBR 954 or the like). There are DIY threads on here and on HMT that show how.

You can get forged rods from all kinds of sources : just check out some of the shops like RSmachine and Exospeed, they carry them. Even Summit Racing carries forged internals for a D16a6.

Basically you're describing a $5000 160-170whp build with the overbored sleeves etc...

You'll have to get your ECU chipped or buy a chipped one to run it :

Have you also considered boosting ? With your budget, 400whp might be possible.

@ NEPtuningalltheway : yeah, I know... but I'm sick of all these Cayenne Turbo S and M5s pushing me over on the highway. It's time for sweet revenga ! :)
