I know theres a way to do it...Ive been searchin the web and ive heard people talk about it but have never seen write anything up on how to do it. I have a CF lip that is about 1/2 inch short on each side when you line up the lip to the bumper. I need to know how to get it on. Anyone have any sugestions or anything like that im fully open and willing to try anything.

you can get the front bumper to fit right it you buy the hood and fenders and headlight and grill. basically a clip from a 99-00

I'm a little confused...your title and post don't match.

You're trying to fit a lip made for the 99/00 Civic bumper onto the 96-98 bumper?
Or are you trying to fit a 99/00 bumper on a 96-98 Civic?

Correct. The 99/00 bumper will not line up to the 96-98 correctly at all without doing the entire 99/00 front end conversion.
