I noticed on my civic that I have the 3-wire IACV on the bottom of my throttle body, then I have an FITV in my thermostat running from the intake into where the fuel injectors are on the IM. A long time ago the nipples on the FITV broke off, and since then I have blocked where the FITV once was with a blockoff bolt and replaced the IM with a 97 EX y8 IM so I don't have the nipple on the IM. My idles been screwy since it broke and Im just curious of what I have to do to mend that without buying another $90 piece of plastic FITV.
I still have the broken one, can I possibly fix the nipples?

It's not a FITV, its an air assist valve. Clean you IACV first before pursuing other avenues.

I have a new IACV new wires running to it with constant continuity, new gasket for it as well.
