so the turbo i have is a 62-66 PT, today i decided to take off my air filter and i noticed the turbo wasnt spinning at idle. The turbo also have some oil sweats around the exhaust housing..

the drain line has no slope what so ever either.

Does it boost up?
Alot of turbos do not spin at idle, there simply to big and not enough flow at idle.
The turbo isn't boosting as high anymore, it's only boosting at 10psi when it should be at 15-20. There's also oil sweating out of the exhaust housing near the drain line

Possiblie seal/ring is gone and causing the shaft to sit off.
Check the free play of the shaft up and down.

When they are brand new they are kinda "tight" at times and may not spin at idle

5000km I would say you might be having issues, I would also make sure theres no boost leaks or exhaust leaks pre turbo (including waste gate).
