Default EF Si compression question, additives?

Hi! I'm new here, my name is Thomas, I'm from Boston. Hello everyone.
I bought a 91 EF Si today (D16A6), which burns quite a bit of oil. Body is great, though.

I did a compression test, and it's 190 across all cylinders. Now that's very consistent, which is great, but it's also about 30-40psi too high from what I understand, and that's not that great. It's got almost 160k miles on it, though, and from what I could see through the spark plug holes, there's quite some carbon buildup on the piston tops, so that probably explains that.
I added a dash of oil and tested again, and the compression went up to 250. So, seems pretty clearly to be the piston rings that are the culprit for the oil burning.

Now, I want to keep this car for a long time, and I have some money set aside to make it nice and maintain it. Since the body is great and the engine isn't, I was planning to do an engine swap at some point in the near future. Haven't looked into that much, but there seem to be a lot of options. Don't want anything extreme, just looking for something just a bit more peppy. Maybe in the 120-150hp range or so.
But, until I figure out what to swap in, figure out what parts I need, order them and find some time to actually do all of that, I'm planning to still drive this car with the existing engine.
There are a lot of additives that help with oil consumption (Restore seems to be a popular one), but I'm a bit worried that using those would actually raise my compression even more, and at some point that'll get dangerous in itself.

So, actual question finally
Will putting in additives that "seal up" the piston/cylinder connection raise my compression, and is that a good idea in my case? Or should I just keep dumping more oil in it and driving with a nice little smoke cloud behind me until I figure out the engine swap?

if the compression test reads higher with oil, isn't that normal and means its sealing? did you do a leak down test? how do you know the valve stem seals arnt shot? how do you know its blow by?

Don't have the tools for a leakdown test, but the piston ring diagnosis is basically what it said in the workshop manual (if it increases a lot after adding oil, it's most likely piston rings). Here's a link that explains it:

Basically your rings should already seal pretty well, and adding oil shouldn't make that much of a difference in a healthy engine. It says there 10% more is normal, but for me that value is over 30%.
I would like to pull the engine and rebuild it at some point (I have another CRX that I'd like to put it into), but for now I'm just wondering if adding additives would be better or worse for the engine, at this point.

I think I'll just fix the brakes on my CRX and drive that while I pull and rebuild he D16A6. Always wanted to do rebuild an engine, good opportunity I guess
