Default Need to pass smog

So i have the d16y7 with that stupid header that has a cat on it. I was going to put it back on to go smog my car but the threads on the actual header is gone... If I rethread it the crack on it will get bigger right? I don't really have the extra money right now to get a new cat what should I do? Any of you guys live in Sacramento that would let me borrow theirs? Lol

Federal cats are less than 170 brand new. Is the car cali spec or federal?

For me it will be a little above 300 cuz my cat is connected to the header
