Default Another emissions question

initial test, main failure was carbon monoxide, supposed to be 15, was 100.62, new header with cat charcoal canister purge valve y7 basemap and stock injectors, new number is 15.24, what should i do?

I know it means i am running slightly rich, should new spark plugs help this? or rubbing alcohol. i am running out of things to replace.
