You're missing the turbo stuff to hit that HP goal of yours.

Also, I'm not to injector savvy, but I think 350+ is pushing 450cc injectors.

Edit: To save money, you don't really need to build the head as i'm near positive a stock head will hold 300+.

Stock head can certainly do 300hp (400hp has been done), but port clean up + cam can certainly widen the powerband.

OP, what turbo are you looking at using?
I have similar goals, and I'm leaning towards a T3/T04E 57 Trim (.63a/r)..
Which is about $575 from Spoolin Performance, should fit into your budget/powergoals nicely.

PS: You spelled FROSTY wrong. It's spelled FROSTHY.

Id prolly go with a 550cc injector. While a cam or port may not be necessary it will make your power goals easier to hit and as already said will give you a much wider power band. Less lag more mid and top end power the head is where you make the power in all engines.

What brand turbo you thinking? Im not a fan of ebay turbos. They are hit and miss it seems and flow less than their quality counterparts.

Telling us the trim of the turbo doesn't tell us anything unless you also tell us the frame of the turbo.

Basically a eBay turbo kit.

If your gonna go with a kit, get one from a name brand/quality place.
Go-Autoworks, RC-Autoworks, Full Race, Spoolin Performance, etc.

The price of that kit is the price of a quality (non-BB) turbo, new.

Go-Autoworks street kit can be had for a bit more than what you listed, but is made up of the highest quality parts. Shoot Greg a PM and talk to him about some options.

Honestly, sounds like you both of you need to research high HP builds. D series blocks have been proven time and time again to hold 400 with no sleeving work done.

Yes. "closed deck" with D16's blocks would either be:
Cement filled, Block Guard, Sleeved.
But wouldn't be Closed Deck in the same way as a true closed deck.

400whp has been done on pump gas.... On a T3/T04E 57 Trim too.
And OP doesn't mention what turbo he plans to run either.

D16 vitara build on pump gas - 420whp/319tq - onecamonly.com

400whp on stock sleeve D16's is nothing new.
Quite a few engines have lasted quite a while too.

If you do a shitty build, shitty maintnance, or have a shitty tune, blowing stuff up is a given.

For your 300-360 hp goal, stock sleeves will be fine.
