Default Jumper Harness

99 Civic EX
D16Y8 Factory Engine Harness
Chipped P28 ECU
OBD2A Jumper Harness

When i plug in the P28 my fuel pump wont come on.
When i plug in the OEM ECU the fuel pump comes on and car starts.

Do i need a OBD2B jumper harness or can i use this OBD2A

I've looked around for answers before posting this thread. If it's already been answered sorry i couldn't find it.

Figure out whether your car is obd2a or obd2b. There's obviously a difference.

My google-fu says OBD2b. Just look at the ECU that is working and search to see if it is OBD2a or OBD2b. I don't know much about OBD2, but you may just have the wrong jumper harness.

What harness did you use? Post a link if online.

look at your OEM ecu and post the serial/part number.

So we can verify you even have the actual factory ecu for your car.

take a picture of everything (factory harness plugs, adapter harness, both ecu plugin ends) or find them online and verify you ahve the correct items

Tip: 96-98 civic engine harness won't work in 99-00 civic and vise versa. A lot of modding would need to be done to make it work.

I dont mean to sound like a dickhead, but why would you think a OBD2A and OBD2B are compatible with each other, especially harness related?
