Default Buddy Club V-CON @ Non-VTEC Engine

Greetings!

I'm getting a D16Z6 head on a D14 non-vtec block. My ECU is a P1J, and the car is an MA8 Civic (5 Door UK Build). Anyone knows if I will be abble to plug the V-CON to vtec solenoid without VTEC ECU? I wanted the V-CON to read ECU rpm signal, and at desired rpm send 12v to vtec solenoid.

Is it possible? Also, I read MA/MB Civic's could use P28 ECU. If I unplug my P1J, will I be able to use P28, since my car doesn't run engine code (coded keys)?
