just wondering if anyone can point me in the right direction, ill try to be as descriptive as possible...

ever since winter ive been experiencing a significant drop in gas mileage (from like 35 to 24) that i originally attributed to the cold weather and warming my car up extensively. i do this because i usually only drive across town and i like to make sure it gets up to temp on each trip (and i like a warm car). anyways, the problem persists, and my exhaust is caked in soot. the major issue im having besides the mileage problem is that at part throttle at rpms under about 2.5k, it will stumble and spit till you dip into the gas more like it isnt breathing enough, or as my mileage would indicate, it is gettign too much fuel. it also does not seem to have all the power that it should. ive taken it out onto some back roads and the pull just isnt there. every now and then it will pull properly and you can feel it running right, but most times it just revs and goes slow.

what ive done so far: cap, rotor, plugs, wires, fuel filter are all new. i havent taken anything apart yet, but through a hole in the timing cover the belt feels like maybe its a little loose (cant get at it enough to tell). the plugs i put in last fall were all caked in soot and carbon fouled (they all looked exactly the same). the "points" in the distributor cap are also way more corroded than i would think they should be after only the 2 weeks or so that ive had it on there. im running brand new bkr6e-11's in it and it still does it. the ones i took out were a 5 heat range, but i read on here to use 6's. the cel came on yesterday and showed all 4 cylinders misfiring plus the random/multiple misfire code. i cleared them and they stayed off. my friend is a toyota tech and has some good diagnostic equipment that we are going to use tomorrow to check it out, so i wont be taking anything apart today, but im wondering if im missing anything obvious. the haynes manual is so vague and generic it basically says it could be anything.

btw, its a 97 civic ex, stock y8, stock ecu, i/h/e. sorry for being long winded, im just trying to avoid responses of things ive checked.
