There are many things to worry about...

if your planning on swapping a dohc zc it is by all means illegal.

one way to get around it ...if you have a 89 or under civic or crx.. is to get a civic dohc block and put a 88-89 integra head on it and weld a d16a1 stamp cleanlly on the stamp area..

for smog simply run a 88-89 ecu and regular d16a1 cams. and you caould even get it reffed by saying it was a d16a1 out of an equal or greater year integra...

Otherwise its completelly illegal.. No other d- series dohc motor ever came equiped in a legal california car (or any state for that matter)

If your talking about a sohc zc I'm sure there are ways around it.... But I do not know of them personally. Most cops don't know the sohc swaps so your only problem in my opinion would be smog....but there are many ways to get passed that obstical..

the sohc ZC is a smog legal replacement for 92-95 Civics. so you can do an OBD-1 conversion and ref it to be legal.
i'm not sure on the DOHC ZCs since they may say consider it only a replacement for the 1g only. to my knowledge i have not seen one yet, but who knows. make sure you go in person to your nearest ref and ask. most of the time they will take the time to let you know.

ok well i was looking at it this way if you can import a skyline then you could probably import a honda crx SI-R which has the ZC DOHC so i want to know why it wouldnt be legal to put that engine in baiscly the same car without haveing to import the rest of it see?

i am only going on the assumption that the ref would see a DOHC ZC as a D16a1 DOHC which only one year would have been the same. i dunno though you really need to ask a ref.

actually a DOHC ZC is legal. its a big myth that they are not legal. The way we see it is that its just a 1stgen integra replacement. since that yeah teg went up to 89 "YOU CAN" put it into a crx or any civic of that year. the only thing is that you have to set it up as a 89 teg, with all emisions related components or C.A.R.B. approved parts. And yes you can get a legal skyline in cali the company is called MotoRex.
