Default Lost Alarm fob. Car stolen within 2 weeks. Need help with identifying cut wires?

So I[My girlfriend] lost my keys on my 21st birthday and I put off buying a new alarm fob because I was broke at the time. Car ended up getting stolen, lost my rims, subs, stereo, cold air and probably more I can't think of. anyways,

They cut some wires under my hood and I bought the car with the alarm installed, it's a viper alarm and here are some pictures of wires and a piece that was cut on both ends but remained in the engine bay.

Could I splice the correct wires back together and just go buy a new transmitter? I'm not sure which wires are which.

Muddy engine bay, starting on a deep clean/detail when the weather clears up: Here's the pictures.

Also, will the alarm work properly with a punched ignition?
