I haven’t had a civic for a while because I have a GSR now so I may be out of the loop on Civic specifics, but my son’s 98 civic DX auto is not getting any power to anything, horn, lights ect. The battery shows over 13 volts and has been re tightened and is fine and the starter is getting the juice. I will be going to see him this morning and will be checking ALL the engine/body grounds. I’ll also bring my starter jumper to test the starter. I tested the 80A fuse last night and it has continuity. Two days ago I pulled the distributor to change the heater hose that went underneath it. I retimed it and it was perfect. He took it out that evening with no problems. I will be checking the main ground today on the trans to see if the leak affected it. I also found on his floorboard the brake light pushpin but he says that his lights have not been on and his battery reflects it’s in A+ shape (13 + Volts as it sits). There’s no click, lights, horn, nothing. So it should be a ground issue or the whole fuse box right? Is there any oddball thing that that might kill the whole system?

just that 80amp fuse. that will kill the whole system. so when you try to strat it nothing starter does nothing? check voltage cable to the fuse box.
yeah does sound like a grounding problem. or a fuse problem. honda's are all the same B D H. teg's civic's etc. they all 99% the same...

the 80 amp is the first fuse between the battery and the fuse box. so if that blows there is no power to the ECU so the car will be dead. but if its fine then its could be a fuse some where else. or that there is no good ground so the power will not flow.
1st check fuse 2nd check grounds 3rd short out the starter and see if it spins up.

Update: I guess I was working too fast last night and had my meter set on DCma instead of just DC hence a false reading. The real reading is 0.01V. Brake light switch fixed and new battery (it needed it) and it's a done deal. I guess the least surprising thing is that it was butt simple due to operator error. Thanks for your company, A+ team spirit.
