bad shocks?

I got some koni yellows from the junkyard

and i was wondering, is it bad if i can push them down? they go back up, slower if i adjust it

my cousin said i shouldnt be able to push them down

they should be able to be moved slowly under steady hard pressure and not under quick pressure,the faster they are compressed the more they should react,they are also rebuildable
