is there some form of a block in my si transmission that wont let me down shift into a lower gear until a certian rpm? it seems like i cant get into first until im at 10 mph and into second at a certian rpm. has this happeened to anyone else?

nature of the tranny........
check your motor mounts and shift linkage first.
Then the likely culprit is a worn 1-2 shifter fork.

where is the shifter fork located and how do i change it if its bad? im donig my swap soon so it would be easier for me to do it while the motor and tranny is out of the car. also, how much do these cost?

One of the best ways to kill synchros is downshifting with out rev matching rpms (heel-toe shifting!).. It sure works great when tranny is new, but keep doing it and you'll learn..
I personally use first just for lauching or <15mph. I'd say Downshifting into first is a no-no
