I'm looking to pick up a local D16z6 oil pan that is already tapped for turbo drain. Will it work on my D15b or would I need a different pick-up?

depends on the generation of the D15B

He means to say that the oil pump casting may be different on the D15B depending on the generation. Correct me if I am wrong but the P06(z6) casting has different stud placements from the P2A(Y8). From what transzex says I guess D15B's use either one of these castings depending on generation. A newer D15B will have P2_ on the castings an older d15B will have P0_ on the castings. you want the P0_ castings.

Is there any externally visual clue that will tell me if I have the right D15b to use a D16z6 pan?

Shit, so when they switched to a different "generation" of D15b, only internal parts changed? No changes to the casting number on the block, etc?

If the dip stick goes into the block at the oil pump you have a newer oil pump casting and the z6 pan will not fit. otherwise I couldnt tell you.
