Wouldnt a smaller rim(13s) and large sidewall tire combo be lighter than a larger rim(19s) and low profile tire combo if they were the same size overall? And for the sake of argument they are both 7 inches wide.

smaller rim = faster acceleration but lower top end speed

larger rim = slower off the line acceleration but better top end

I'd say 19s would be heavier

Yes.

Such is why drag wheels are wide, small diameter I believe. Why else would you want a 14x8 wheel?!

So in retrospec I would be better off geting 15s or 16 or maybe staying with my 14s rather than going 19s if Im not interested in top speed.

What ARE you interested in? 0-60? 1/4 mile? Twisties? AutoX?

I think the most basic question to start with would be: Whats more important, going fast in a straight line, or going fast while turning? 16s for handling, 14s for drag I would say, but some say to never go above 15. Anyway you slice it, getting light wieght wheels is the most important part.

If you are driving a civic, dont go any bigger than a 17. As stated earlier, it will absolutely kill your off the line acceleration. Personally, I dont even think 17 are the a good choice on a civic, unless you are only styling. 15 or 16 is the way to go.
