Can obd2 be progammed

Can I progam my obd2 ecm to bring in my 3 stage d15b vtec at about 4500 for the high cams, would this do me any good.

not without any other mods, it is pointless...... and you can chip certain obd2 ecu's but it is a pain in the ass and costly, get a conversion harness, and a chipped obd-1 ecu if you wannt tune, and such

Switching VTEC points are useless. Honda set them where they are for a reason. They just didn't throw up a random number and say lets put VTEC here. Unless you are on a dyno adjusting VTEC is pointless.
