Proof that patience(or being poor) works. lower tie bar question

I just scored a Cusco lower rear tie bar for $50 and was wondering if you had to jack up the car to put it on. The mount bolts look like they're holding the lower control arms. I know this sounds like a nOOb question, but i've never had one/installed one.
