As the thread title says I want to know if its a good or bad thing. From what I understand one just does what the ECU says, and the other reads of your o2. Am I correct on that somewhat? I am going to be getting my ECU chipped soon and I just want to know which would be better, Thanks.

there's nothing inherently "bad" with closed loop disabled
after tuning my old H22, i ran closed loop disabled all the time. most all of the boosted rigs i tune, i leave closed loop disabled after tuning as the honda ECU long term fuel correction will override the tune

Honestly:
With a good tune there is NO reason to have an o2....
the o2 is there to give the ECU the ability to correct for problems that could slowly happen (FPR, dirty injectors, etc.)
There are several people on this site that bought a wideband, threw out their old o2, and tuned. once tuned, they just left the wideband in or even removed it and ran the car as-is; never putting the stock o2 back in.... and they still get ~30Mpg with moderate driving.
If your gona run open loop, just make sure your ECU settings are all tuned up or a lean spot (before or after warmup for instance) could cause damage!
