this might be a dumbass question but here goes. i want to run crome bit am lost.what do i need to do. do i have to send my p28 off to sombody and have it chipped for crome or what. i have a 00 ex so i know i have to get the jumper harness for it. but am lost on who i need to send it to.

You need to get the ecu chipped and by a convertion harness so you can run the obd1...

thats what i thought but who do i need to have chip the ecu and put in the base maps.

Look around and ask some of your friends if they know anyone who chips them, I had mine done by one of my friends who knows a lot about that ecu chipping shit LOL...

just buy a chipped ecu from xenocron.com or something and get the conversion harness...and tell him you want basemap via crome for your particular engine. ( you need obd2b to obd1 conversion harness)
