First thing I do is chack to see if the solenoid is good. Does it click when you give it battery voltage?

There are not too many things that this could be other than a inoperative VTEC solenoid valve. The valve is located on the rear of the cylinder head just under the throttle body. There are 3 10mm bolts which attach it to the head. There are also 2 plugs (depending on year model) one for the VTEC solenoid and the other for the oil pressure switch. While not the most accuarte way to test this, it works. You will need 2 jumper wires preferably with aligator clips on them. Attach one of them to the body of the solenoid (ground) and the other the pin located in the plug (12 volts). Take the wire attached to the body and ground it to the battery or frame. Mometeraly touch the other (attached to the pin) to a 12 volt positive source (red post on battery). If the solenoid is good it will click, no click no work and $100 plus from the dealer. Good luck!

Got this photo off eBay...

The blue circle is the VTEC solenoid. The yellow circle is the connector that you need to disconnect and run 12v to and see if it clicks.
If you need another solenoid, they're on eBay. This one is currently bid up to $13 +shipping.

If you want to use a multimeter you can try it this way the other way works also you'll hear a small clicking noise just don't hold the 12 volt there for long.
1. Disconnect the 1P connector from the VTEC solenoid
valve.
2. Measure resistance between the terminal and body
ground.
Resistance: approx 14—30 ohms
3.If the resistance is within specifications, remove the
VTEC solenoid valve from the cylinder head, and
check the VTEC solenoid valve filter for clogging.
• If there is clogging, replace the engine oil filter and
the engine oil.
4. If the filter is not clogged, push the VTEC solenoid
valve with your finger and check its movement.
• If VTEC solenoid valve is normal, check the engine
oil pressure.
