So I've had this y8 head laying around for a couple months now and I'm really itching to bolt it on my si. I really want to go the right way with this mini me and do a p28 ECU chipped for my set up, but I can't really afford the 500 bucks it's going to take to get everything I need to convert to obd1.
So my question is, How good/bad will this setup run (a6 block/y8 head) with out vtec hooked up?
This will be my setup:
a6 block
y8 head
4-2-1 header
y8 IM
a6 dizzy
a6 TB
CAI
a6 injectors
y8 headgasket
Anyone run one without vtec before?
youll have an increase in torque but you will be missing out on a ton of power w/o vtec. at least run a toggle switch to the solenoid

I heard that just turning on vtec without a proper tune would just make it sound different and not really give any power, actually take some away.

yep. That was my experience with it a toggle switch.
I ran my a6/y8 off the pm6 for a year (basically same setup you have). It wasn't bad but the obd1 setup is noticibly quicker. It got 40mpg highway though with the obd0 setup :)

Why would it cost $500 to convert to OBD1?
You need to go to the junkyard and open a 88-91 Civic ECU, cut the plug connectors off the circuit board. Then find a 92-95 Civic, cut the ECU wire harness off. Go back home, cut the soldered screws and pins off the remaining chunks of circuit board, then solder them up to the OBD1 harness. You can find which pins go with which wires online or if you compare the two Helms manuals.
You don't need to change the header.
You need a 92-95 Civic non-VTEC distributor.
You should get a 92-95 Civic throttle body because it's a larger diameter than the A6 TB.
If you retain the A6 injectors, you'll have to retain the resistor box.
D16Y8 headgasket is the same as Z6 and Y5, maybe others.
You also need the car side of the plug connector for a 92-95 Civic O2 sensor. You need a 92-95 Civic 4 wire O2 sensor. You also need to make a conversion harness for the OBD1 distributor using the OBD0 distributor plug and a OBD1 car side distributor plug.
If you don't care about ever reversing the OBD1 conversion, you can just cut or repin your existing harnesses to the OBD1 harnesses.
What's this noise about a toggle switch? He's using a P28! If he can't run the two wires from the ECU to the VTEC solenoid, he can't do the toggle switch either. In fact, if you can't wire VTEC, you're not competent enough to do this conversion.

i ran a pg7 with a switch and it hauled. i think the pg7 helped out a lot

it runs ok its same setup mine feels like it has some torque but not the quckiest but im going obd 1 right now no v tec sux ball sac .
