realizing that 96-98 is obd2a and obd2b is 99-00 civics (except dohc) is the wiring and sensors on the INTAKE MANIFOLD AND THROTTLE BODY the same for both a and b? I think they are but its always good to check.

Yes they are the same in those areas, in fact most of the engine sensors are the same.

So, do you know what the differences are between OBD2A and OBD2B?

And since you know all this..maybe you know can I use the same primary o2 sensor in my 98 dx as in the '00 ex?

Same O2 sensor, yes, main difference between the OBD2A and OBD2B is the ecu itself. The OBD2B ecu has been deemed un-modifiable. I believe this was the intent to eliminate further possible emissions issues. I got this info from the Hondata website.
